TN 7353 - How do I resolve error [-02170 This operation cannot be completed because the user data is locked by another process.] after restoring from SM7.1SP3 backup?

Problem:
When restoring from Entrust Authority Security Manager 7.1 SP3 backup, I receive the following error "-02170 This operation cannot be completed because the user data is locked by another process."

Cause:
The lock folder is missing from the /authdata directory. When an account is created in Security Manager Administration, Security Manager locks the reference number until the user completes the creation or recovery of the profile.

Solution:
Issue is fixed in Entrust Authority Security Manager 7.1 SP3 patch 139372
